Examining gaps in claims in existing health insurance schemes

Rashtiya Swasthya Bima Yojna (RSBY) is an Indian Government health insurance plan for people below poverty line (BPL). With payment of administrative charges of Rs. 30, a family can cover 5 members, and under the insurance plan coverage is for Rs. 30,000 a year. CMF is doing an extensive randomized baseline data collection for World Bank in Delhi and Rajasthan before people enroll in the scheme to assess the effects of the scheme on participants' health and livelihoods. Objectives of the study include understanding the following:
1) Present health status of people;
2) Whether there is risk aversion to the product;
3) Product awareness; and
4) Whether the scheme reduces participant vulnerability to shocks.
